Macacua Suspension Puts Bangsamoro Unity Under the Spotlight Ahead of Historic Elections

A leadership dispute inside the Moro Islamic Liberation Front is drawing new attention as the Bangsamoro region prepares for its first parliamentary elections.

BARMM Chief Minister Abdulraof Macacua has vowed to continue serving the Bangsamoro people despite being indefinitely suspended as chief of staff of the Bangsamoro Islamic Armed Forces (BIAF), the armed wing of the Moro Islamic Liberation Front (MILF). The decision by the MILF Central Committee has sparked debate about unity within the movement that led the decades-long struggle for Bangsamoro self-governance.

In a statement released on June 5, Macacua said he respected the decision and emphasized the importance of institutional discipline, drawing on his more than 40 years of involvement in the revolutionary movement. While acknowledging the suspension, he stressed that his priority remains governance, accountability, and the continued delivery of public services across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Governance and Accountability at the Center of the Dispute

The suspension follows a period of growing tension between Macacua and the MILF leadership. According to statements from the MILF Central Committee, concerns included Macacua's assumption of the chief minister position in 2025 without prior consultation with party leaders, the replacement of dozens of MILF nominees within the Bangsamoro Transition Authority, and his decision to run as an independent candidate rather than under the United Bangsamoro Justice Party, the MILF's political arm.

"For his part, MILF Chairman Al Haj Murad Ebrahim described the suspension as an institutional decision intended to preserve discipline and organizational integrity rather than a personal dispute."

The controversy intensified after Macacua removed Education Minister Mohagher Iqbal amid allegations involving education funds. Macacua defended the move, arguing that questions raised by the Commission on Audit required a legal and governance response rather than a political one. He has repeatedly stated that protecting public funds and strengthening accountability are necessary if Bangsamoro institutions are to gain and maintain public trust.

A Test for the Bangsamoro Transition

The developments come at a critical moment for the Bangsamoro peace process. The transition process was designed to replace decades of conflict with democratic governance and stronger regional institutions. The upcoming parliamentary elections are widely viewed as a major milestone in that transition.

Macacua has sought to reassure residents that government operations remain unaffected and that preparations for the elections are continuing as scheduled. Ministries remain functional, he said, and public services continue to be delivered. Yet the dispute has also prompted broader discussions about leadership, accountability, and political unity within the Bangsamoro movement.

Commentators and peace advocates have warned that visible divisions among former revolutionary leaders could complicate efforts to present a united vision for the region's future. At the same time, others argue that debates over governance, transparency, and institutional authority are a normal part of democratic development and may ultimately strengthen public institutions.

What Comes Next for Bangsamoro Politics?

The coming months will reveal whether the disagreement remains an internal organizational matter or evolves into a larger political challenge during the election campaign. For voters, the issue touches on larger questions about how power should be exercised within the Bangsamoro government and how former revolutionary movements adapt to democratic politics. The ability of leaders to manage disagreements while maintaining stability will be closely watched both inside and outside the region.

"Beyond the political center of Cotabato, the outcome may also carry significance for provinces such as Sulu, where discussions about representation, governance, and the future direction of the Bangsamoro project remain highly relevant."

As the region moves toward a new electoral chapter, many residents will be watching whether its leaders can balance institutional accountability with the unity that helped make self-governance possible in the first place.
