The dispute has exposed widening political fractures within the Moro Islamic Liberation Front ahead of the first Bangsamoro parliamentary elections scheduled for September 2026. What began as an audit controversy is now developing into a major political test for the Bangsamoro Autonomous Region in Muslim Mindanao, where questions of accountability, leadership, and public trust carry deep historical weight.

Audit Findings Trigger Political Confrontation

The controversy centers on findings from a special audit conducted by the Commission on Audit on the Ministry of Basic, Higher and Technical Education. According to Macacua, auditors identified several irregularities involving procurement contracts and disbursement procedures. Among the issues cited were the alleged failure to collect ₱16 million in liquidated damages from a supplier that reportedly delayed the delivery of school armchairs by 520 days under a ₱30.9 million contract.

The audit also questioned 53 contracts worth nearly ₱1.95 billion that were allegedly awarded despite material defects in bidding documents and procurement procedures. Auditors further flagged 73 disbursement vouchers linked to equipment procurement totaling ₱2.24 billion for allegedly lacking mandatory supporting documents required under government accounting rules.

In a letter dated May 11, Macacua asked Iqbal to submit an irrevocable resignation by May 18 or face being “deemed resigned,” which Iqbal refused. In his written response, the education minister argued that resigning while the audit remains ongoing could be interpreted as an admission of guilt. He maintained that no formal charges have been filed and stressed that the audit process should continue without political pressure. Iqbal wrote that he will fully cooperate any investigation, while insisting he would continue serving unless formally removed through lawful procedures.

Mohagher Iqbal’s Role Extends Beyond Government

The political impact of the controversy reaches beyond procurement issues because of Iqbal’s historic role in the Moro peace process. For decades, Iqbal served as the MILF’s chief peace negotiator and became one of the most recognizable intellectual figures in the Bangsamoro movement. He played a key role in negotiations that led to the Comprehensive Agreement on Bangsamoro, the peace accord that paved the way for BARMM’s creation in 2019.

Iqbal also helped shape the movement’s political narrative through speeches, books, and policy work. Within the MILF, he has long been viewed as both a strategist and historian of the Bangsamoro struggle. That legacy makes the current standoff politically sensitive. Supporters see him as one of the architects of moral governance in the Bangsamoro transition. Critics argue that accountability mechanisms must apply equally to all officials regardless of their historical contributions.

The controversy also arrives during a period of internal strain inside the MILF leadership. Macacua replaced Ahod Ebrahim as interim chief minister in 2025, a move that reportedly triggered disagreements within the organization. At the same time, political alliances ahead of the September elections continue to shift, with different factions positioning themselves for influence in the region’s first fully elected parliament.

Elections Add Pressure to an Already Fragile Political Climate

The upcoming parliamentary elections are expected to become a defining moment for the Bangsamoro transition process. The vote, delayed several times since 2022, is intended to move the region from an appointed transitional authority toward a government chosen directly by voters. For many residents, the election represents a critical measure of whether the peace process can deliver both stability and accountable governance.

Iqbal himself previously described elections as part of the broader struggle for legitimacy in the Bangsamoro project, saying the MILF must be prepared not only to win, but also to lose democratically. Now, however, the procurement controversy threatens to reshape public perceptions before campaigning fully intensifies.
